There should be such an option. Perhaps you are testing it on a specific sender that was intentionally or unintentionally added as a safe sender before, allowing images from it? If this is the case, you can check its address in the "Collected Addresses" group in Contacts and delete it.

It should be there. Perhaps you previously selected to always show images for all senders? Please also check if the option is enabled in Tools->Options->Mail->Display & Compose, "Do not show external images in messages."
