Please post a screenshot with the contacts you think should have been marked as duplicates. If they have different names but same phone number they aren't going to be considered as duplicates as couple of people might have the same work phone number, for instance.

You can add the new mail account into EPIM, select messages you wish to copy from the old account, then right click->Copy to Folder and choose a folder from the newly added account.

There's no such feature to assign contacts to events in WinEPIM, yet.
