The question is not entirely clear, I use Windows 10 as well as Windows 11 with a LOCAL user account - without a Microsoft account (online). This has no effect on EPIM, it doesn't matter what type of account you use.

I think he means the following:
1x click positions the cursor
2x click marks a word
3x click marks a line

This works exactly the same for me (with version 11.8.4) in notes as well as in the calendar, whether in the name or in the description. So I can't confirm the problem (with 11.8.4)

I guess you thought about viewing it inside the calendar which is not possible, so here a little workaround to have it at least in one view:

Go to Calendar, select monthly view
Then select menu "View" -> "Sidebar" -> "Calendar"
