Double Commander Portable release version 0.9.10 or the latest snapshot version 1.0.0 Rev 9767
Steps:
1. Drag out a note from EPIM into a folder that already has a file with the same name (i.e. Test.rtf).
2. Confirm overwriting the file.
Result:
Double Commander shows an error (an animated GIF attached):
Cannot open existing file: <path to the EPIM's temp folder here>\Test.rtf
With Windows File Explorer the overwriting works, so I'm not sure whether it's an EPIM issue or my file manager issue.
Reporting it in case it's something that can be fixed on EPIM's side for better compatibility with third party file managers.

Thanks for the info. It works ok with Total Commander, as well. Will check out if we can do something about Double Commander.
