EPIM hangs on PC restart

I already did because I run EPIM on two laptops. Same problem on both computers.

Will the same error occur if you try to create a new database on the Portable version again?

No, I had this on the third PC, I bought even full business licence for one year for the new employee, and actually never used this. Lost money.
