tags not working right

When I add a tag in an email, I'm not getting all the responses I should. For example, if I type: c-l
I get this:

However, I should be getting more tags showing as you see in tag explorer

If I were to type the whole tag out, then it'd add it to the correct tag, but ...

Also, sometimes it doesn't seem to work at all, while other times it does.

I think the issue is that the window with the tags is beneath the window with my emails. So, for example, in my example c-luther shows, but the two above it are really there ( I think), but hidden by the email pane. I've tried this and when some tags show, they are always the end of the filter with the missing ones higher up.
